Rather than treating every situation the same, the model allows clinicians to match employees with the most appropriate level of support. This ensures people receive timely care while maintaining clear clinical boundaries within the Employee Assistance Program.
The BilaEmpower Stepped Support Model provides three levels of care:
Early wellbeing support
Employees can access support when challenges first begin to emerge, such as workplace stress, interpersonal conflict, or work–life balance pressures. Early conversations help strengthen coping strategies and prevent issues from escalating.
Structured therapeutic support
Where individuals require deeper support, clinicians provide short-term therapeutic engagement within the EAP session framework, addressing concerns such as burnout, grief, anxiety, relationship challenges or workplace conflict.
Specialist care pathways
In situations where more complex or specialised support is required, BilaEmpower clinicians assist employees to connect with appropriate external services such as clinical psychology, psychiatry or community mental health providers.

BilaEmpower offers a flexible investment model designed to support organisations of different sizes while maintaining the infrastructure required to deliver a high-quality, nationally coordinated Employee Assistance Program.
Our pricing reflects the specialist nature of culturally grounded wellbeing services and the governance required to deliver a stable and responsive EAP program. This includes national clinician coordination, secure digital systems, intake and triage processes, reporting capability, clinical governance and ongoing practitioner support.
Unlike many traditional EAP contracts that rely on large pre-purchased session blocks, BilaEmpower operates through a transparent investment structure that combines an annual program retainer with fee-for-service clinical support. This approach ensures organisations only pay for the services they use while maintaining the systems required to deliver a reliable and professionally governed program.
Session rates vary depending on the professional discipline of the clinician engaged, including psychologists, counsellors, social workers and psychotherapists. Additional services such as workplace training, yarning circles or onsite wellbeing initiatives can also be incorporated into tailored agreements depending on organisational needs.
In recognition of the vital work undertaken by Aboriginal Community Controlled Organisations and not-for-profit organisations, a discounted investment rate is available.
